Background
In the past decade, the Republic of Serbia has established a set of new institutions for overseeing the management of public finances. Their capacities have been gradually developed and they are in position today to unveil irregularities in the public finance system. The project will support institutions at central and local level in establishing mechanisms to prevent irregularities, by instilling a full system of checks and controls and improving enforcement capacities of the prosecution and judiciary in processing public finance related cases.The purpose of the project is to advance the performance of state and non-state actors, both at central and local level for effective enforcement and prevention of the misuse of public funds.
The objective of the initiative is to develop horizontal and vertical accountability mechanisms in the area of public finances, contributing to sound public financial management and decreased opportunity for corruption in Serbia.
The purpose of the service is to develop an education management software for the Judical Academy, test it and support its full start-up along with training of Judicial Academy users and power users. The objective is to enhance the efficiency and quality in organizing educational activities of the Judicial Academy and keeping a record of both lecturers and participants activities and interests. The software will be piloted on educational activities related to the area of corruption in public finances by enabling the Judicial Academy to keep a record and develop a pool of relevant experts in public finance management and introduce more transparent and accessible application procedure for the target group (judges, prosecutors and advisors).
Eligibility
A potential bidder should be a professional services company with the following characteristics of company and team members:
- Registered company, with at least 7 years of relevant work experience and sufficient technical and financial resources for large-scale
projects;
- Active work in programming languages, system analysis and design techniques, testing, debugging, and documentation standards,
database design, data storage and internal systems;
- Long-term experience in business process modelling, software design and development for both government and business sector;
- Experience in design and development of web based specialized information systems, with many active authenticated users, with
different roles and rights;
- Experience in developing web based business systems within governmental environment and a governmental institution as user is an
advantage.
