Background

Effective support for human rights and their defenders in situations where they are most at risk has been a European Union (EU) priority since 2004 and a priority of the European Instrument for Democracy and Human Rights (EIDHR) since 2007. It is a key priority under the EU Strategic Framework and Action Plan on Human Rights and Democracy, adopted in June 2012.
The new Regulation (EU) No 235/2014 of the European Parliament and of the Council of 11 March 2014 establishing a financing instrument for democracy and human rights worldwide for 2014-20201, reinforces the commitment to support human rights and their defenders at risk. It foresees a Human Rights Defenders Mechanism, including long term assistance and access to shelter (Article 2.1(b) (iii).
The annex of the EIDHR Regulation makes of this commitment one of the strategic orientations.

Size of grants

The overall indicative amount made available under this Call for Proposals is EUR 15 000 000.
Any grant requested under this Call for Proposals must fall between the following minimum and maximum amount:
  - Minimum amount: EUR 14.000.000
  - Maximum amount: EUR 15.000.000

Eligibility

In order to be eligible for a grant, the applicant must:
  - be a legal person
  - be non-profit-making
  - be a specific type of organisation such as: (a) civil society organisations, including non-governmental organisations and independent
    political foundations; community-based organisations; private-sector agencies, institutions and organisations and networks thereof at
    local, national, regional and international level; (b) public-sector agencies, institutions and organisations and networks at local, national,
    regional and international level (except the National Ministries and International Organisations); (c) national, regional and international
    parliamentary bodies
  - be directly responsible for the preparation and management of the action with the coapplicant (s) and affiliated entity(ies), not acting as an
    intermediary
  - be legally registered for a minimum of three years before the deadline for applications.
