EBRD/ ASSISTANCE IN IMPLEMENTING REVISED AGREEMENT ON GOVERNMENT PROCUREMENT OF THE WTO IN PUBLIC POCUREMENT LEGISLATION

Description

Armenia has been steadily implementing broad reforms in the public procurement sector with a view to opening it up to competition and improving efficiency and economy in procurement, and joined the WTO GPA in December 2010. Still, the adoption of the revised GPA text in 2012 and the Government of Armenia joining the Eurasian Trade Union in September 2014 created a need to revise public procurement legislation in Armenia. To incorporate the requirements of the 2012 GPA and the standards of the Eurasian Trade Union in the public procurement regulatory framework in Armenia, the Government of Armenia requested a technical assistance from the Bank. In response to this request country projects have been developed under the EBRD GPA Technical Cooperation Facility in order to provide the Public Procurement Authorized Body in the Ministry of Finance and the Public Procurement Support Centre with the assistance necessary to amend public procurement legislation and implement revised public procurement rules in practice.

The EBRD now wishes to engage a consultant (the Consultant) to provide support to the relevant Armenian authorities in implementing the revised WTO Agreement on Government Procurement in public procurement legislation as specified above (the Assignment). The Consultant will assist the Armenian national public procurement authorities in amending the public procurement legislation in accordance with the 2012 WTO GPA requirements and standards of the Eurasian Trade Union, drafting new secondary legislation and developing practical tools to implement new public procurement policies in practice.


Eligibility

The Consultant is expected to be a firm, with experience in:
   - public procurement legislative drafting and policy development;
   - policy work based on the revised 2014 EU Directives on Public Procurement;
   - WTO GPA negotiations;
   - international procurement legal standards, specifically in the WTO GPA.


Budget

Cost Estimate for the Assignment: EUR 110,000; exclusive of VAT.
