Description
The Transmission System and Market Operator Company in Kosovo (KOSTT or the Client) is 100% state-owned power utility responsible for electricity transmission in Kosovo. Following the agreement between Serbia and Kosovo relating to energy, Transmission, System and Market Operator j.s.c. – KOSTT, will assume the responsibilities of a fully independent Transmission System Operator, which aims to become an early member of European Network of Transmission System Operators for Electricity (ENTSO-E). The European Bank for Reconstruction and Development (“EBRD” or “the Bank”) is considering providing finance (a loan of up to EUR 30 million) to KOSTT for investments in network strengthening and improvement which will provide the technical basis to satisfy the grid safety criteria of ENTSO-E (“the Project”).
The overall objective the Assignment is to strengthen the functional and technical capacity of KOSTT, which would enable KOSTT to become a competent player in the regional electricity market and fully in compliance with requirements of the Energy Community Treaty (“the ECT”) and ENTSO-E membership.
The Consultant will provide technical assistance and on the job training to KOSTT to help achieve the above objectives. The assignment is expected to improve professional capacity of KOSTT staff. The Consultant will work closely with KOSTT staff and provide on the job training during the tasks.
Eligibility
Corporate Services are required. The consultancy firms seeking to be shortlisted should demonstrate relevant experience in the power transmission sector in similar assignments in the past ten years.
The Consultant is expected to provide a team of experts with necessary qualification and skills to deliver the above-mentioned services timely and within budget.
Budget
Cost Estimate for the Assignment: EUR 1,200,000; Exclusive of VAT.
