The new programme Civil Society Organisations and Local Authorities is the successor to the thematic programme Non State Actors and Local Authorities in Development (2007-2013). It covers the period 2014-2020. Its objectives and expected results are detailed in the so called Multiannual Indicative Programme (MIP) for the "Civil Society Organisations and Local Authorities" thematic programme. The legal basis of the new programme is the Regulation (EU) No 233/2014 of the European Parliament and of the Council of 11 March 2014 establishing a financing instrument for development cooperation for the period 2014-2020 This regulation outlines the broad priorities and scope of the programme. The main objective of the programme is to strengthen civil society organisations and local authorities in EU partner countries.
The current Call for proposals addresses need to support CSOs' contributions towards reinforced governance, accountability and inclusive policy-making. Moreover it also addresses need to ensure people living in the territory overseen by Local Authorities participate in local public affairs and receive adequate fundamental services.


Objectives


The global objective of this Call for Proposals is to strengthen civil society organisations and local authorities in EU partner countries.

The specific objectives of this Call for Proposals are:

Lot 1: Enhancing Civil Society Organisations' (CSO's) contributions to governance and development processes
Lot 2: Enhancing Local Authorities' (LAs') contributions to governance and development processes


Eligibility


In order to be eligible for a grant, the applicant must:

Lot 1:

   - be a legal person or an entity without legal personality and
   - be non-profit-making and
   - be Civil Society Organisation or an Association of CSOs and be established in Belarus or in a Member State of the European Union or in a
     country of the European Economic Area or in "ENI East" country or in Russian Federation and

Lot 2:

   - be a legal person and
   - be Local Authority or National Association of Local Authorities (ALA) and be established in Belarus or in a Member State of the European
     Union or in a country of the European Economic Area or in "ENI East" country or in Russian Federation 


Budget

The overall indicative amount made available under this Call for Proposals is EUR 3,000,000.

Indicative allocation of funds by lot:

Lot 1: Enhancing CSOs' contributions to governance and development processes: EUR 2,500,000
Lot 2: Enhancing LAs' contribution to governance and development processes: EUR 500,000


Size of grants

Any grant requested under this Call for Proposals must fall between the following minimum and maximum
amounts:

Lot 1: Enhancing CSOs' contributions to governance and development processes

   - minimum amount: EUR 450,000
   - maximum amount: EUR 1,000,000

Lot 2: Enhancing LAs' contributions to governance and development processes

   - minimum amount: EUR 450,000
   - maximum amount: EUR 500,000
