Description
The USAID-funded six-year TLP initiative (2014-2019) that consists of five components implemented under three awards. The primary objective of the project is to upgrade the knowledge and skills of a cadre of talented professionals, through U.S. Master’s degree programs as well as shorter-term targeted courses, who can bring critical leadership and innovation skills to Kosovo that will address the demands of a modern market economy and bring transformational change to the country. A secondary object of the project is to increase the capacity of select faculties at institutions of higher learning in Kosovo by upgrading the teaching methodology and curricula and that will in turn advance longer-term solutions to Kosovo’s education needs. This task order will undertake an Impact Evaluation of the TLP Scholarship component and Performance Evaluation of the TLP Partnership component of the project.
SI is seeking a short-term Impact Evaluation Team Leader/HICD Specialist to oversee the IE evaluation and its team members, design and implement and design high quality evaluations, and serve as a liaison to the USAID/Kosovo office. The position would provide intermittent technical assistance throughout the duration of the project.
Responsibilities
- Oversee the five-year evaluation implementation of the IE evaluations.
- Provide overall leadership for the team and be the principal liaison with USAID/Kosovo.
- Lead the team in all aspects, especially the design of treatment and control groups, baseline assessments, and survey design.
- Produce all reports and deliverables, and have demonstrated excellent written communication skills with the ability to produce clear,
concise, and well-organized documents.
- Lead evaluation design/plan, including developing the existing theory of change for the program, as well as subsequent analyses and
research for the three components of the program.
- Develop the work plan and budget, coordinate activities, arrange and lead periodic meetings, consolidate individual input from team
members, and coordinate the process of assembling the final findings and recommendations into high-quality document.
Requirements
- Master’s degree in a related field is preferred; CPT certification or HPI certification are preferred.
- 12 years of demonstrated expertise in conducting impact evaluations in the education/human capacity development sectors and will be
knowledgeable of both experimental and non-experimental evaluation design.
- Thorough understanding of HICD principles and have demonstrated progressive experience and knowledge in how to design and conduct
focus groups, interviews, and execute beneficiary surveys using both online tools and in person interviews.
- Demonstrated progressive experience and knowledge of the higher education sector, with proven experience related to the HICD model
and to organizational performance as it pertains to tertiary education.
- Relevant knowledge and proven in-depth experience with a particular aspect of academic excellence, such as curriculum development,
teaching methodology, etc.
- Ability to travel intermittently to Kosovo to lead the evaluations and team members throughout the duration of the project.
