Description

The USAID-funded six-year TLP initiative (2014-2019) that consists of five components implemented under three awards. The primary objective of the project is to upgrade the knowledge and skills of a cadre of talented professionals, through U.S. Master’s degree programs as well as shorter-term targeted courses, who can bring critical leadership and innovation skills to Kosovo that will address the demands of a modern market economy and bring transformational change to the country. A secondary object of the project is to increase the capacity of select faculties at institutions of higher learning in Kosovo by upgrading the teaching methodology and curricula and that will in turn advance longer-term solutions to Kosovo’s education needs. This task order will undertake an Impact Evaluation of the TLP Scholarship component and Performance Evaluation of the TLP Partnership component of the project.

SI is seeking a short-term Local Higher Education Specialist to design and execute focus groups and surveys for the PE and IE. The position would provide intermittent technical assistance throughout the duration of the project.


Responsibilities

   - Provide technical advice and context on Kosovo’s higher education field to the evaluation.
   - Work closely with the project’s selected university partners to advise on the evaluation design.
   - Advise on evaluation survey and focus group techniques and methods to properly execute the evaluation.
   - Participate in the briefing and draft and final evaluation reports, as needed.


Requirements

   - Master’s degree in a related field is preferred.
   - 12 years of demonstrated progressive experience in the field of higher education.
   - Must be thoroughly familiar with Kosovo’s higher education system and the environment in which it operates.
   - Experience in conducting performance evaluations in the education field.
   - Demonstrated experience/knowledge managing and conducting focus groups and executing beneficiary surveys.
   - Fluency in oral and written English is required.
