Background
The overall objective of the project is to contribute to enhance the capacity of the Government of Lebanon and the Lebanese Social Partners and Civil Society to be promoters of social dialogue in order to strengthen social protection and improve and enforce labour legislation.
The purpose of the project is to increase the capacities of the MoL and Tripartite Social Partners to be promoters of Social Dialogue.
Requirements
Qualifications and skills
- At least Master degree in Public Administration, Economics, Social Sciences, Law, or equivalent
- Strong analytical skills, excellent team leader skills, strong interpersonal and communication skills
- Excellent written and oral communication skills in English; knowledge of Arabic and/or French is an asset
General Professional Experience
- At least 15 years of general professional experience in relevant contexts such as but not limited to, working on a relevant social protection
field (e.g. pensions, social assistance, health insurance, etc.), institutional development, working with sectors of public administration, and
other fields related to the activities described in the ToR
- At least one demonstrated experience in social dialogue reform issues including the process of organisational change and development in
State institutions and/or professional service organisations
Specific professional experience
- A minimum of 10 years' professional experience in providing policy advice and capacity building (including facilitating peer-to peer
exchanges among civil servants) on social protection and/or relevant contexts
- Minimum 7 years of experience in training programmes delivery, technical advisory, and/or supervisory functions in public administrations
on a scope and activities related to those required in the ToR
- At least 5 years of experience in managing and implementing projects with public administrations namely those involved in tripartism
dialogue ( social dialogue development) funded by international donors. Experience in public sector projects financed by the European
Union is an asset
- Familiarity with the process of organisational change and development, within the context of social dialogue reform, including service
delivery, logistic management, financial management, business process improvements in State institutions or professional service
organisations
- Work experience in ENPI countries in the area of social dialogue is an asset
