Background
Bosnia and Herzegovina (BiH) has progressed over recent years from a post-war recovery state to potential EU accession candidate. It has maintained a constant high GDP rate up until the recent global economic crisis, its banking system is considered one of the best in Southeast Europe and inflation has been maintained in the single digits. However, on its way to full transition from planned to free market economy the country is still facing significant challenges which primarily pertain to the inefficiency of the institutions in charge of creating a positive business environment, lack of labor skills as well as deficient infrastructure. UNDP recognized that these challenges should be addressed through attention to regions and municipalities which are considered least developed. UNDP’s Regional Disparity Assessment shows that significant disparities exist among different regions within the country in regard to potential and realized local development. In order to assist the local authorities tap potentials as efficiently as possible UNDP has developed a new, regionally-based programme of action for the period 2011 – 2014 which foresees implementation of specific activities in five different regions of the country (Una-Sana, North-Central Bosnia, Herzegovina, Sarajevo and Eastern Bosnia) through five regional offices. Specific attention will be given to wider Herzegovina as the region where high potentials for tourism and agriculture development should be used as a means for reconciliation in post-conflict areas.
Responsibilities
- Lead the strategic directions of the regional programme
- Manage the regional programme’s implementation in a cost-effective manner
- Mobilize new resources for the regional programme
- Manage and motivate the human resources of the regional programme
- Management of partnerships for the regional programme
- Coordination of the regional programme’s activities with other UN agencies and implementing agencies in the area
- Effective knowledge building and management in the regional programme office.
- Ensure Gender mainstreaming within the project
Requirements
- Master degree in social sciences, and seven years of relevant experience in the field of development cooperation, preferably in transition
country. BA degree with additional two years of experience may be accepted in lieu of MA.
- Strong proven understanding and experience in UNDP’s pillars: Energy Efficiency and Environment, Local Regional Development, Social
Inclusion and Democratic Governance, Security and Justice.
- Excellent knowledge of trends and issues in respect of local development in BiH.
- Good understanding of post-war transition contexts, poverty and local development support strategies.
- Previous experience with an international public and/or private sector Organization is a basic requisite, while experience with complex
UN and/or UNDP programmes would be considered as an asset
- Demonstrated knowledge and previous direct experience in local and regional development and capacity development of local
governments.
- Excellent and proven experience in dealing with local governments, NGOs and donors.
