Background:

This Invitation for Tenders follows the General Procurement Notice for this project which was published in Procurement Opportunities on 07 June 2011.
The Municipality of Tirana (the Employer) has received a loan from the European   Bank for Reconstruction  and  Development   (the Bank)  towards  the  cost  of Municipal Roads Development Project in Albania.
The first tender for the UTC system launched in the first half of 2009 did not result in a contract award and the Employer, represented by the PIU, now invites sealed tenders from Contractors for the following contract to be funded from part of the proceeds of the loan:

The City of Tirana Urban Traffic Control   (T-UTC) Management System.  

The components of  such system are:

    1.  Urban Traffic Control (UTC) subsystem
    2.  Variable Message Signs (VMS) subsystem
    3.  Close Circuit Television (CCTV) subsystem
    4.  Telecommunication Network (TN) subsystem.
    5.  Tirana Operational Control Centre (TOCC), for the management of all the outstation equipments, including the following applications:
           a.  Mobility Supervisor (MS)
           b.  Infomobility  Platform (IP)
           c.  Interface Gateway Application (IG)
           d.  Fault Management System (FMS)
           e.  Network Management System (NMS)

Eligibility:

Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from all countries. The proceeds of the Bank’s loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.
