Description Maximum amount: 2,500.000 EUR
The Armenian CSOs are characterized by deficiencies in organizational capacity, internal governance, financial sustainability but also intense negative perceptions and lack of trust from the public. The current legal framework regulating CSOs hinders even further the development of the CS in Armenia and its purposeful engagement in the country’s policy making let alone its involvement in monitoring policy reform and legal implementation.
This project will pave the way for the AAP 2015 CSO programme (capacity building under complementary measures) and it responds to the priority to foster innovation as identified by the Ministry of Economy. Thus, the programme will build on work done by some foundations, research centres and think tanks to promote innovation (IT, environment, public policies). Furthermore, the Project will promote social innovation in the sector of education and incubation services.
Armenia being a landlocked contry, with limited access to market, innovation and the promotion of innovation both through education and incubators is key to ensure that the highly educated Armenia population has the skills that the maket demand, in particular the capacity to create innovative and sustainable solution to generate shared growth.
Objectives
The global objective of this Call for Proposals is to reinforce the internal organizational capacity of civil society to better respond to citizen’s needs (planning, project management, financial sustainability, e.g. social entrepreneurship, financial management, service delivery) and promoting innovation in selected sectors.
The specific objectives of this Call for Proposals are: Lot 1 (i) to increase the internal organizational capacity of CSOs to better respond to citizen’s needs (planning, project management, financial sustainability, e. g social entrepreneurship, financial management, service delivery); (ii) to increase the capacity of CSOs to apply/implement/manage EU projects (learning by doing approach); Lot 2 (iii) to support social innovation in education and in development of incubation services for social enterprises and public innovation.
Eligibility
In order to be eligible for a grant, the applicant must:
Lot 1
- be a legal person and
- be non-profit-making and
- be a specific type of organisation such as: civil society organizations, including non-governmental non-profit organisations and
independent foundations, think tanks, community based organisations, and private sector non-profit agencies, institutions and
organisations, and networks thereof at local, national, regional and international level;
- be established in a Member State of the European Union or be nationals of Armenia, of a country that is a beneficiary of this regulation,
of a Member State of the EEA, or of a country that is a beneficiary of an I.P.A.
Lot 2
- be a legal person and
- be non-profit-making and
- be a specific type of organisation such as: civil society organizations, including non-governmental non-profit organisations and
independent foundations, think tanks, educational/research institutions, community based organisations, and private sector non-profit
agencies, institutions and organisations, and networks thereof at local, national, regional and international level; international (inter
governmental) organisation as defined by Article 43 othe Rules of application of the EU Financial Regulation
- be established in a Member State of the European Union or be nationals of Armenia, of a country that is a beneficiary of this regulation,
of a Member State of the EEA, or of a country that is a beneficiary of an I.P.A. This obligation does not apply to international
organisations
Budget
The overall indicative amount made available under this Call for Proposals is EUR 3.75 million.
Indicative allocation of funds by lot:
- Lot 1 – € 2.5 million
- Lot 2 – € 1.25 million
Size of grants
Any grant requested under this Call for Proposals must fall between the following minimum and maximum amounts:
Lot 1
- minimum amount: EUR 2.5 million
- maximum amount: EUR 2.5 million
Lot 2
- minimum amount: EUR 200,000
- maximum amount: EUR 400,000
