UNDP MACEDONIA/ UN WOMEN-NATIONAL CONSULTANT TO EXTEND EXPERT TRAINING AND MENTORING SERVICES ON GENDER RESPONSIVE BUDGETING

Background

The country component of the FYR Macedonia largely focuses on local self-governments. Specifically, while the project will directly work with the municipalities of Aerodrom, Bitola, Bogovinje, Gjorche Petrov, Mavrovo and Rostushe, Sveti Nikole, Shtip, Strumica, Tetovo and the City of Skopje, through the activities of UN Women Project Responsible parties, the project will aim to introduce gender responsive budgeting to other municipalities in the country and the associations of municipalities in the region. The project activities foresee:

    - Gender analysis of decentralization and budget planning process in LSGUs to identify entry points for introducing gender responsive
      budgeting at local level
    - Training and mentoring of local self-governments public officials, local Commissions for Equal Opportunities of Women and Men and
      Commissions for Budget and Finance on gender responsive program planning and budgeting
    - Gender analyses of sectorial programs and budgets in local self-governments including analyses of the process of collection of gender
      statistics
    - Exchange of experiences and best practices of gender responsive budgeting in the local self-governments at country and regional level


Responsibilities

    - Desk-reviewing the findings of relevant analyses conducted in the framework of the project and other materials on gender responsive
      budgeting from the region and globally to inform their work on the assignment;
    - Preparing detailed analyses and summary of the capacity needs assessment carried out for the purposes of developing a training and
      mentoring programme on gender responsive budgeting for public officials in the local self-governments
    - Training and mentoring public officials from targeted departments of the ten municipalities, the local Commissions for Equal
      opportunities between women and men and Commissions for Budget and finance on gender responsive budgeting;
    - Developing a check-list designed to analysis and monitor local government programs and budgets;
    - Extending expert support and training services to two UN Women Project Responsible Parties by adapting the Training and mentoring
      programme on gender responsive budgeting for the needs of their training activities and E-learning course;
    - Training services on gender responsive policy making and budgeting for selected organisational structures of the Responsible parties;
    - Facilitating exchange of good practices and lessons learned among local level policy and budget makers through roundtables;
    - Participating in two day introductory session and regular preparatory and coordination meetings with UN Women and the other
      consultants throughout the assignment;
    - Providing UN Women with regular updates on the progress with implementation of the assignment;


Requirements

    - Advanced degree in social sciences, law, public policy/administration, development studies, gender studies or similar. Master’s degree or
      PhD would be considered an asset.
    - A minimum of 5 years of demonstrated professional experience in the area of gender equality with focus on gender responsive budgeting
      and/or public policy and budget monitoring with gender lenses;
    - Previous experience in designing and delivering training and/or mentoring programmes on gender equality and gender mainstreaming in
      policy making and budgeting;
    - Knowledge on gender equality and gender responsive budgeting concepts and commitments, including the entry points for gender
      responsive budgeting in decentralization, local policy and budget development process in FYR Macedonia;
    - Familiarity with country and regional context on gender equality;
    - Demonstrated ability to work in diverse teams;
    - Previous experience working with international organizations;
