The Regulation (EU) No 235/2014 establishes a European Instrument for the promotion and the support of Democracy and Human Rights (EIDHR) for the period 2014-2020.
The EIDHR stipulates that in the implementation of this Regulation, the Union should apply a rights-based approach encompassing all Human Rights, whether civil, political, economic, social or cultural.
Country Based Support Schemes policy is a long-established element of the European Union’s human rights and democracy policy under its external action. It has been built on experience with CBSS under the EIDHR Strategies 2007-2013 and with micro project facilities under the previous European Initiative for Democracy and Human Rights. It has been the object of an in-depth evaluation in 2010. The evaluation showed that the CBSS constitutes an important source of funding as it can work in a flexible way, even without host country government consent where the situation so requires. This allows it to address complex issues which would be hard to fund under other instruments.
Size of grants
The overall indicative amount made available under this Call for Proposals is EUR 1.000.000
-minimum amount: EUR 100.000
-maximum amount: EUR 200.000
Eligibility
In order to be eligible for a grant, the applicant must:
- be a legal person
- be non-profit-making
- be a specific type of organisation such as: non-governmental organisation, international (inter-governmental) organisation as defined
by Article 43 of the Rules of application of the EU Financial Regulation
- be established in a Member State of the European Union or candidates or potential candidates for accession as recognised by the EU
or in a Member State of the European Economic Area. This obligation does not apply to international organisations
