Background

Promoting security and stability in the Western Balkans is a multi-dimensional challenge that requires an integrated approach that promotes regional cooperation, and which is based upon regional coordination.  The threats to security are associated with the uncontrolled proliferation and illicit trafficking of small arms and light weapons (SALW), the need for enhanced stockpile and munitions, management, and others.
Implementation Plan under which the South Eastern and Eastern Europe Clearinghouse for the Control of Small Arms and Light Weapons (SEESAC) was launched in May 2002. SEESAC operates under the aegis of the Regional Cooperation Council (RCC), and within the framework of the Southeast European Coooperation Process (SEECP).  It is implemented by the UNDP, and has made substantial progress in containing SALW, destroying tens of thousands of small arms in participating countries (Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Montenegro, Moldova, Romania, Serbia and the former Yugoslav Republic of Macedonia).


Responsabilities

Under the supervision of SEESAC Coordinator, the Junior Project Officer will provide support to implementation of the project activities related to the arms control activities; national SALW strategies; efficient demilitarization of surplus conventional ammunition, as well as stockpile management, and activities related to gender mainstreaming in the security sector reform in the South East Europe.
The Junior Project Officer will focus on achieving the following:
   - Support the SEESAC programme portfolio in implementing project activities and objectives as outlined in project documents, to the
     required standard of quality and within the specified constraints of time and cost;
   - Consolidate and edit quarterly progress reports for SEESAC Projects
   - Draft and edit SEESAC bi-monthly programme reporting in the form of briefs for UNDP Country
     in: Republic of Serbia, Kosovo, FYR Macedonia, Moldova, BiH, Montenegro, and Albania.  
   - Perform research and data analysis in the area of arms control activities, and gender mainstreaming
     in SSR;
   - Participate in and coordinate meetings, training sessions, conferences and public promotion of
     projects;
   - Draft reports from SEESAC meetings organized as part of WinMil, EUSAC, CASM, WPON, and ACP projects.
   - As required, prepare official correspondence for national and international partners;


Requirements

  - Minimum BA degree in political science, social studies or other relevant area. Masters degree or equivalent would be preferred.
  - Minimum 2 years of relevant professional experience, preferably in international/multilateral development context;
  - Knowledge of international framework-related development, Security Sector Reform, gender equality and other areas relevant to the
    SEESAC portfolio;
  - Experience in the usage of computers and office software packages (MS Word, Excel, etc) and knowledge of spreadsheet and database
    packages, experience in handling of web based management systems.
  - Excellent knowledge of written and spoken English.
