Background

One of the goals of UN Women’s Strategic Plan (2014-2016) is supporting technical capacity in national planning and budgeting, as well as advocating for the implementation of gender equality commitments through increased financing for gender equality. UN Women’s work on Governance and National Planning is mainly consisting in assisting the GoA in setting up good governance frameworks that enable implementation of gender equality goals such as women’s economic empowerment, access to justice, health and education rights and the elimination of violence against women. One of the four pillars of this are of work involved supporting participatory and adequate financing for gender equality, which involves enhancing the leadership of public finance and influence of gender equality advocates in policy, planning and budgeting processes.

Responsabilities

Working under the supervision of the Regional Manager and the Policy Specialist on GRB and Statistics at UN Women Albania, and in close collaboration with the General Director of Budget at MoF, the National Consultant is expected to conduct the following:
  - Work with the MoF on the macroeconomic and budgetary assessment and forecast, including proposals for preparatory expenditure
    ceilings for the following years;
  - The submission of MTBP requests by the authorizing officers of general government units;
  - Review by MoF and consultations on the requests by the government units, including line ministries and local government units on the
    MTBP;
  - Support MoF in the development of an annual budget preparation instruction and the preparation of the draft MTBP, pointing put the
    mandatory application of the gender equality objectives and
    financial targets;
  - Provide day-to-day technical assistance and advise the MoF on the overall implementation of MTBP and gender equality commitments by
    line ministries;
  - Support the MoF in coordinating and implementing the activities foreseen in the UN Women and other UN agencies 2015 Annual
    Work-plan in the context of the Gender Outputs of the Government of Albanian and One UN in Albania Programme of Cooperation PoC
    2012-2016 as well as in-office 2015 specific Annual Work-plan on National Planning and Budgeting.

Requirements

    - Advanced degree in finance and economics or similar fields;
    - A minimum of 5 years of relevant professional experience in public finance system;
    - Experience in gender responsive budgeting methodologies and approach;
    - Knowledge on central government public finance policies and processes – including MTBP process;
    - Good computer skills in Windows environment, knowledge of internet communications and
      command of MS Office applications (Word, Excel, Power Point).
    - Fluency in English (spoken and written).
