Background
The administrative and territorial reform is one of the most important ongoing ones in Albania, creating the premises for significant transformational change with a direct impact on the country’s governance system. The reform is at present in full swing, following the approval of the Law on a new administrative division last September and the approaching of the local elections of June 2015, which will be organized around the new administrative map. The reform is however, part of a larger desired change and transformation enterprise taking place in Albania with impact on many sectors. Of most relevance to this topic, the strengthening of the rule of law and the fight against corruption through restructuring systems, institutions and service delivery as well as building a new social mind-set for law compliance coupled with ongoing work to reform the administrative and fiscal decentralization are key priorities and challenges that are being confronted at the same time.
Responsibilities
Key duties of the CCLG Consultant include:
- Make a thorough review of the cluster areas of work and get a fair acquaintance with the overall UNDP Albania programme and upon
requirement and/or on his/her initiative provide support to the cluster in areas of expertise;
- Establish relations, assess available information and design approaches for consultation and stakeholder participation on themes of
interest to the cluster;
- Help establish, develop and update an information system of ongoing initiatives that have an impact or commonality with strengthening
democratic governance, rule of law and TAR for coherence of actions and synergies / collaboration and complementarities;
- Determine/propose ways in which lessons and practices coming out of such information-sharing and consultation settings are to be
adopted, integrated or scaled up in the implementation of ongoing or development of future projects/initiatives;
- Actively participate in the capitalization of initiatives within the framework of the cluster;
- Represent the cluster in various activities/events having a relation with the consultant’s areas of expertise.
Requirements
- Graduate degree in public/ business administration, public policy or other related fields;
- 10 years or more of relevant experience in or contributing to strengthening public administration through project/programme support
services;
- Experience and understanding of public administration functionality and institutional reforms, strategic planning, performance
monitoring and evaluation;
- Demonstrated/track record experience and knowledge in the fields of public policy analysis / development organizations / public
administration;
- Work exposure to areas related to local governance, local government capacity building, local government finance, local economic
development or similar;
- Familiarity with the major current public administration reforms at central and local levels as well as the political, economic and social
context of country;
- Familiarity with and extensive ability to network with key stakeholders;
- Excellent knowledge of English language, both spoken and written.
