Background
The United Nations Development Programme (UNDP), acting as an implementing agency of the Global Environment Facility (GEF), is providing assistance to the Government of the Republic of Serbia and the Ministry of Agriculture and Environmental Protection in the preparation of the GEF project “Capacity Development for Improved Implementation of MEAs”.
The project is focused around providing support to the Government of the Republic of Serbia and the Ministry of Agriculture and Environmental Protection in enhancing the implementation of Multilateral Environmental Agreements. In particular, the project will be developed in order to improve the coordination and implementation of UN Conventions that Serbia ratified, especially focusing on three
Rio conventions (UNCBD, UNCCD and UNFCCC).
Responsibilities
Under the supervision of UNDP Portfolio Manager, the International Consultant will be responsible for the following tasks:
- Work together with UNDP and national counterparts on setting project development strategy;
- Prepare a plan of consultations with key national partners and stakeholders;
- Facilitate and guide consultations to determine project strategy, priorities, key partners, and key barriers to success;
- Provide technical and professional support to UNDP and national stakeholders;
- Develop project concept presented in the format of Project Identification Form (PIF), including Project Preparation Grant (PPG) request,
that will provide key information on project idea;
and best estimate of the project cost;
- Assume main responsiblity for finalization of PIF/PPG in accordance with GEF policies and procedure to meet GEF critetia for project
identification and preparation under GEF-6.
Requirements
- Advanced University degree in the fields of environmental management, public administration or relevant related fields;
- Proven expert knowledge in the GEF CCCD projects;
- At least 7 years of relevant professional experience;
- Previous successful experience in development and approval of the GEF project documents;
- Excellent English writing skills are essential.
