OSCE MISSION IN KOSOVO/ CHIEF OF PROPERTY SECTION (VACANCY NUMBER: VNKOSS01694)

Responsibilities

   - Provides strategic direction and planning for the Property Section in co-operation with other Sections within the Human Rights and
     Communities Department;
   - Supervises eight staff of the Property Section, in the Headquarters and the Field;
   - Reviews and analyses policy documents, reports and proposed legislation in light of relevant international and European good governance
     and human rights standards;
   - Oversees the design and implementation of the Section's projects;
   - Co-ordinates and oversees the drafting of reports on issues related to property rights and cultural heritage, and follows up on
     recommendations with relevant institutions;
   - Identifies arising issues related to property and cultural heritage, analyse their implications and advises on programmatic policies to
     achieve measured improvement in the performance of Kosovo institutions, including at the municipal level;
   - Assists in the development and implementation of the Mission's policy on Property Rights and serves as the Property Rights focal point for
     the Mission;


Requirements

   - Advanced degree in public administration, law, human rights or related fields
   - At least six years of relevant work experience in government reform, law, human rights, or a related fields
   - Previous experience in the area of housing, land property, and property rights
   - Extensive knowledge of international human rights standards related to property rights and cultural heritage
   - Proven experience in monitoring and analytical reporting
   - Project and budget management experience
   - Ability to develop strategic programming on property issues
   - Relevant management and supervisory experience
   - Strong analytical and problem solving skills
