Responsibilities
- Is responsible for planning, developing and implementing the Democratic Governance Unit¿s Programme in accordance with the Mission's
mandate and the Ohrid Framework Agreement;
- Ensures effective management, supervision and control of the OSCE funds, including extra-budgetary related to the Democratic
Governance Unit's Programme;
- Advises the Head of the Department and the Mission Senior Management on the Mission's priorities and interventions in the area of the
Unit's competencies;
- Directs and guides the implementation of the Democratic Governance Unit's Programme; establishes mechanisms for effective monitoring
and self-evaluation of the Programmatic activities and projects;
- Supervises the reporting, analyses, publication and public outreach; delivers speeches, briefings and presentations, attends and represents
the Unit in various events;
- Ensures the Unit's compliance with OSCE project and programmatic guidelines, Administrative Instructions, Organizational Directives
and Staff Instructions;
Requirements
- Advanced university degree in political science, social sciences, economics, international relations, public policy, law or equivalent
professional experience
- Extensive experience in the fields of democratic governance, including local government, public administration, elections, youth and
education reforms in a multi-ethnic environment
- Longstanding experience in project and programme management in related field and co-ordination with donors and implementing
agencies
- Experience dealing with budgets
- Strong managerial and organizational skills
- Pro-activity, creativity and resourcefulness to generate complex policy interventions involving different governmental and political
stakeholders
- Drafting and reporting skills, including preparation of analytical reports
