Description

SI is responding to a solicitation from USAID/Caucasus that has been released under the USAID/HICD IQC. USAID/Caucasus seeks to improve the human and institutional capacity of local partner organizations in the public, private, and non-governmental sectors. Thus, HICD 2020 is designed to assist the Mission in addressing its partner organizations’ administrative limitations and performance gaps that impede the effective implementation of all key reforms, including those related to the European Union Association Agreement, the Open Government Action Plan, and Civil Service Reform.  In addition, Georgian public institutions remain prone to recurrent and frequent organizational and personnel changes that necessitate the development of commensurate restructuring and staff alignment plans and related business processes. Top managers and key performers in these institutions require qualified and demand driven assistance with a quick turnaround time and a holistic approach. SI is looking for a Georgian Chief of Party to propose on our team and manage this eventual contract.


Responsibilities

The COP will be a core team member and on a full-time basis during the five years of the program.  The COP will be based in Tbilisi and will be responsible for overseeing the program. S/he will be responsible for:

   - Overall management of the Task Order including the implementation of approved HICD initiatives and Targets of Opportunity, provision of
     participant processing services, fiscal integrity, quality and timing of deliverables, and coordination with USAID and project stakeholders.
   - Responsible for the quality, cost, and timeliness of performance of all work performed under the Task Order including the quality of
     services provided by local and international consultants and service providers.
   - Identify and bring to the attention of the Contracting Officer issues impeding the performance of the Task Order and requiring remedial
     action.
   - Responsible for the delivery of the mandatory reports included in the Task Order.
   - In coordination with the COR, engage with concerned USAID personnel, government representatives, and other stakeholders to solicit
     feedback on the services provided under the Task Order.
   - (If applicable) Provide overall management of sub-grantees/sub-contractors.


Requirements

   - Master’s degree or Ph.D. in the field of development is desirable.
   - At least 10 years minimum of management experience (gained in complex, integrated development projects focusing on organizational
     development/capacity building in developing or transition countries.  Preference will be given to the breadth and diversity of experience
     with evidence of achieving measureable results.
   - Demonstrated ability to manage multiple components simultaneously, multifunctional teams, international personnel, host country
     government relations, and client satisfaction.
   - Demonstrated ability to work and integrate effectively with other USG- or donor-funded Projects.
   - Knowledge of USAID project cycle, agency policies, regulations, and M&E and reporting requirements.
   - Advanced management, communication, writing, and interpersonal skills.
   - Certification in the field of organizational development from a recognized institution is desirable.
   - The experience of using the HICD model is desirable.
   - Fluency in English required. Proficiency in Georgian or Russian desirable
