Description

SI is responding to a solicitation from USAID/Caucasus that has been released under the USAID/HICD IQC. USAID/Caucasus seeks to improve the human and institutional capacity of local partner organizations in the public, private, and non-governmental sectors. Thus, HICD 2020 is designed to assist the Mission in addressing its partner organizations’ administrative limitations and performance gaps that impede the effective implementation of all key reforms, including those related to the European Union Association Agreement, the Open Government Action Plan, and Civil Service Reform.  In addition, Georgian public institutions remain prone to recurrent and frequent organizational and personnel changes that necessitate the development of commensurate restructuring and staff alignment plans and related business processes. Top managers and key performers in these institutions require qualified and demand driven assistance with a quick turnaround time and a holistic approach. SI is looking for a Georgian Finance and Procurement Director (FDP) to propose on our team for this eventual contract.


Responsibilities

The FDP will be a core team member, based in Tbilisi, and on a full-time basis during the five years of the program. S/he will be responsible for:​

   - Ensure that the financial and procurement aspects of this program meet all USAID and
   - U.S. Government requirements in funds accountability.
   - Establish and manage financial and procurement systems and a set of protocols that enable transparency, accountability, and accuracy.
   - Negotiate agreements with sub-grantees and subcontractors.
   - (If applicable) Undertake the financial administration of sub-grants and sub-contracts.
   - Train, as necessary, staff and partners in aspects related to financial systems, protocols, or policies.


Requirements

   - Experience (at least 5 years) gained in managing financial and procurement policies and procedures of complex, integrated development
     projects in developing or transition countries.
   - Minimum Bachelor’s degree in finance / procurement is required; Master’s degree in a relevant field is desirable.
   - Knowledge of USAID policies, procedures, regulations, and reporting requirements for financial management and procurement.
   - Knowledge of applicable Georgian laws and policies on financial and procurement procedures.
   - Fluency in English and Georgian required.
