Description Maximum amount up to: 850 000 EUR
Based on consultations with local and international NGOs and local authorities in Bishkek and in regions, having due regard to the current and evolving human rights situation in the country, in complementarity with other programmes funded by EU and its member states (enhancement of transparency and accountability of public authorities under Rule of Law Programme, support to civil society and local authorities under NSA/LA programmes, and initiatives under Peace and Stability instrument) and other organisations, and in line with EU human rights strategies and action plans, as well as taking into account the priority areas in the previous years, the EU will focus its assistance under EIDHR on:
- preventing torture, ill-treatment and other cruel, inhuman and degrading treatment or punishment;
- promoting freedom of association, assembly and expression and fight against discrimination.
The global objective of this Call for Proposals is assistance to the development and consolidation of democracy and the rule of law and of respect for all human rights and fundamental freedoms.
The specific objectives of this Call for Proposals are:
Priority Areas
- LOT 1: Prevention of torture, ill-treatment and other cruel, inhuman and degrading treatment or punishment
- LOT 2: Promotion of fundamental freedoms and fight against discrimination
Eligibility
In order to be eligible for a grant, the applicant must:
- be a legal person; and
- be non-profit-making; and
- be civil society organisations, including non-governmental non-profit organisations and independent political foundations,
community-based organisations and private-sector non-profit agencies, institutions and organisations and networks thereof at local,
national, regional and international level; and
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as
an intermediary and
- be registered for at least 2 years according to the relevant national law at the moment of submission deadline for concept note; and
- have solely implemented or, in case of partnerships, coordinated (as a leading beneficiary) projects with an aggregate value of at least
EUR 300,000 (Lot 1) or at least EUR 300,000 (Lot 2) respectively (depending on which lot the applicant applies for); only projects ended
after 01/01/2009 or started before 01/07/2013 can be taken into account.
Budget
The overall indicative amount made available under this Call for Proposals is EUR 1,650,000, out of which EUR 730,000 is subject to the adoption of the relevant financing decision in 2015
- Lot 1: EUR 800,000
- Lot 2: EUR 850,000
Size of grants
Any grant requested under this Call for Proposals must fall between the following minimum and maximum amounts:
Lot 1
- minimum amount: EUR 400,000
- maximum amount: EUR 800,000
Lot 2
- minimum amount: EUR 450,000
- maximum amount: EUR 850,000
