OSCE MISSION IN KOSOVO/ SENIOR HUMAN RIGHTS ADVISER, HUMAN RIGHTS AND SECURITY (VACANCY NUMBER: VNKOSS01710)

Responsibilities

   - Develops and implements central and local OSCE policies on security related matters;
   - Manages the activities of the Human Rights Advisors operating in the field, providing legal advice when necessary;
   - Reviews and analyses proposed legislation in light of human rights instruments;
   - Conducts activities for the promotion and protection of communities' security rights;
   - Drafts thematic and performance reports;
   - Designs and co-ordinates human rights monitoring programme and tasks;


Requirements

   - Advanced university degree in human rights or equivalent professional experience
   - International field work experience in monitoring, reporting and policy-making on human rights issues
   - Knowledge of the internal functioning of law enforcement agencies (police)
   - Appreciation of human rights aspects of police work (policy and procedure)
   - Knowledge of European and international human rights law and conventions
   - Experience in drafting and editing legal documents and institutional reports
   - Ability to operate Windows applications, including word processing and e-mail
   - Professional fluency in the English language
