Responsibilities
- Is responsible for reporting on systemic human rights concerns or violations observed in the police; which are issued in reports to relevant
or interested parties, especially local and international police;
- Develops and implements central and regional OSCE policies on security related matters in co-operation with the relevant security actors;
- Supervises the staff of the Security Monitoring Section, including international and local staff members;
- Reviews and analyses proposed legislation and applicable security and procedural law in light of human rights instruments;
- Conducts activities for the promotion and protection of security rights;
- Drafts thematic and performance reports;
Requirements
- Advanced university degree in human rights or equivalent professional experience
- International field work experience in monitoring, reporting and policy-making in the area of human rights
- Knowledge of the internal functioning of law enforcement agencies (police)
- Appreciation of human rights aspects of police work (policy and procedure)
- Knowledge of European and international human rights law and conventions
- Experience in drafting and editing legal documents and institutional reports
- Management and supervisory experience
