Background

The reinforcement of the social security project contributes to enhance social cohesion in Lebanon. The project aims at assisting the National Social Security Fund (NSSF) in its reform plan for strengthening social protection through improving its quality and coverage. The main objective of the contract is to provide the needed support to the NSSF in what relates to strategic planning, capacity building, promotion of national dialogue and general awareness on social protection.


Requirements

Qualifications and skills:

   - Advanced university degree in Public Administration, Economics, Social Sciences, Law, or equivalent;
   - Fluency in written and spoken English and French;
   - Ability to communicate in Arabic would be an advantage.

General Professional Experience:

   - At least 15 years of relevant experience with state institutions of an EU country, candidate country or ENPI country
   - At least 10 years of this experience working in the sector(s) of social protection and/or social security at senior managerial level;
   - Preferably 10 years or over of experience in leading and managing large-scale donor funded technical assistance projects with a focus on
     of social protection models, but a minimum of 5 years required

Specific professional experience:

   - Experience in strategic planning and organisational development
   - Experience in undertaking institutional training needs assessments, and designing and implementing large scale training programmes;
   - Previous experience in the Middle East in the area of human resources development or social protection.
