Description

Serbia, which finds itself now as an official EU accession country, is facing multitude challenges and commitments with which it needs to comply in order to secure its membership in the Union. The environmental acquis presents a significant workload of directives and regulations that need to be transposed into the national legislation and also find their way through to implementation. Some of these obligations refer to the quality of air, reduction of emissions, and noise restrictions.
 
The territory of the City of Belgrade/the Region of Belgrade covers an area of 322,268 ha. This administrative territory is divided into 17 city municipalities that represent the geographic scope of the Terms of Reference of Urban Transport Master Plan (Smart Plan) Update and Strategic Environmental Assessment.
 
The Sustainable Urban Transport Plans (SUTPs) are integrated new policy tools that integrate the urban mobility and transport systems into an environmental context while at the same time addressing the economic and social aspects of a city.


Eligibility

The Consultant will be a firm or a group of firms with previous project experience in transport planning and studies, and in particular with:

   - at least one transport model preferably including a four-stage multimodal traffic model, with a project value of at least EUR 400,000
     (within the period starting from 1 January 2009), for a city with more than 1 million inhabitants;
   - at least one pre-feasibility or feasibility study for an urban transport system, preferably aiming at the selection of alternatives, which
     included one or more of the following transport modes: light rail, urban-suburban rail, tram and/or metro system (within the period
     starting from 1 January 2009), for a city with more than 1 million inhabitants.


Budget

Maximum Budget available for the Assignment: EUR 400,000.00 (exclusive of VAT).
