Description
The Georgian National Energy and Water Supply Regulatory Commission (GNERC or the Client) has requested the European Bank for Reconstruction and Development (the EBRD or the Bank) to provide technical assistance to conduct a comprehensive review of the electricity and gas sectors in Georgia. Reviewing the key aspects of the electricity and gas sectors will ultimately enable GNERC to make appropriate decisions to improve the ways in which the sectors operate, particularly adopting the best European practices.
Now the Client seeks to select and engage an experienced consultancy company (the Consultant) to perform a review and provide advice to GNERC on the electricity and gas sectors in Georgia, specifically on such aspects as (i) loss calculation; (ii) mandatory reliability standards; (iii) gas sector licensing rules; (iv) investment appraisal; (v) gas sector unbundling; and (vi) accounting system (the Assignment).
Eligibility
Corporate services are required. The Consultant will be a firm or a group of firms with previous project experience in:
- reviewing market regulation of electricity and gas sectors;
- providing advisory support to government authorities, preferably regulators.
Budget
Cost Estimate for the Assignment: EUR 298,500 (exclusive of VAT).
