Background


The European Union (EU) has a long-standing relationship and cooperation with non-governmental and other civil society organisations as well as with local and decentralised authorities in the field of development. It is part of the European Union's (EU) commitment to fighting poverty and promoting the rule of law and adherence to fundamental freedoms set out in Article 177 (former Article 130u) of the Lisbon Treaty.

The global objective of this Call for Proposals is to strengthen CSOs for increased participation in governance and development process.

The specific objective of this Call for Proposals is to support local governance accountability and inclusive policy making through CSOs' networking and partnership.

The local thematic priority is:

   - Improving the resilience of vulnerable local communities, in ensuring that local authorities continue to carry out basic governance
     functions and deliver basic services
   - Building the capacities of local CSOs, including Local Authorities if relevant, to address the needs of  vulnerable people.


Eligibility

In order to be eligible for a grant, the applicant must:
   - be a legal person and
   - be non-profit-making and
   - be Civil Society Organisation or an Association of CSOs8 and
   - be established in a Member State of the European Union or in a country of the European Economic Area or Republic of Yemen. and
   - be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as
     an intermediary


Budget

The overall indicative amount made available under this Call for Proposals is EUR 1,500,000.


Size of grants

Any grant requested under this Call for Proposals must fall between the following minimum and maximum amounts:

   - minimum amount: EUR 300,000
   - maximum amount: EUR 750,000
