Responsibilities

   - Supports and provides substantive advice to the Chief Monitor (CM) on strategy, planning and implementation processes as well as the
     management of the Mission;
   - Supports the CM in the functions, structures and management mechanism of the Mission;
   - Oversees the implementation of the OSCE Common Regulatory Management System (CRMS) and Staff Rules and Regulations, and
     supports the Heads of the Units in their planning and implementation;
   - Manages the flow of information within the Mission, through coherent communication and information-sharing within and between the
     Head of Mission's Office and the Programme Managers;
   - Co-ordinates and oversees all programme and project evaluations to ensure optimal effectiveness and performance;
   - Co-ordinates and oversees the Program Outline and Budget preparation processes;
   - Develops and ensures implementation of procedures for the co-ordination of work in the CM's Office;


Requirements

   - Several years of progressively responsible experience in an operational environment, financial management skills, including at least ten
     years of supervisory experience
   - Significant prior experience in relevant fields such as political and security issues, law enforcement, fundamental freedoms, human rights
     and minority issues
   - Experience in programme and project management
   - Cultural sensitivity and political judgement
   - Ability to work under pressure and with limited supervision
   - Physically and mentally fit to work in arduous and hazardous environment
   - Good management, organizational and negotiation skills, with the ability to take corrective action if required
