EUROPEAID/136587/DH/SER/MD: ENPI - TECHNICAL ASSISTANCE TO IMPROVE PUBLIC FINANCE POLICY AND PUBLIC FINANCIAL MANAGEMENT OF MOLDOVA

Description

The purpose of the contract is to strengthen the ability of the Ministry of Finance of Republic of Moldova to perform its role as the central fiscal authority and in improving PFM systems. The overall objective is to enhance the governance in Moldova through improved public financial management, strengthened accountability processes and increased management for results. The focus will be on assisting the Ministry of Finance to gradually implement the new Law on Public Finance and the Budgetary and Fiscal Accountability, and to lead the process of implementation of the PFM Strategy 2013 – 2020.


Eligibility

Participation is open to all natural persons who are nationals of and legal persons, participating either individually or in a grouping (consortium) of tenderers, which are effectively established in a Member State of the European Union or in a eligible country or territory as defined under the Regulation (EU) N°236/2014 establishing common rules and procedures for the implementation of the Union's instruments for external action (CIR) for the applicable Instrument under which the contract is financed. Participation is also open to international
organisations. All supplies under this contract must originate in one or more of these countries. However, they may originate from any country when the amount of the supplies to be purchased is below 100,000 euros per purchase.
