Background                                                                                    Max. Grant amount: EUR 175.000

The EU provides financial assistance to Montenegrin civil society organisations under the Civil Society Facility (hereafter CSF). The CSF, introduced in 2008, to support civil society financially and technically, proved to be a powerful means to strengthen participatory democracies in the Western Balkans. In its strategic documents, the European Commission has continued to underline the importance of the role civil society actors can play in a participatory democracy and particularly in enlargement countries. The development of civil society remains a key focus of pre-accession assistance, as civil society organisations (hereafter CSOs) will continue to be in need of support for strengthening their capacities, professionalism and networking across the country and the region. In order for these objectives to be achieved, the development and reinforcement of a conducive environment for the operation of CSO activities is one of the main priorities.

Size of grants

Any grant requested under this Call for Proposals must fall between the following minimum and maximum amounts:
  - minimum amount: EUR 75.000
  - maximum amount: EUR 175.000.

Eligibility

In order to be eligible for a grant, applicants must:
  - be legal persons
  - be non-profit-making
  - be civil society organisations
  - be nationals of Montenegro or nationals of a Member State of the European Union or the countries covered by Article 19 of IPA
    Regulation
  - be directly responsible for the preparation and management of the action with their co-applicant(s) and affiliated entity(ies), not acting as
    an intermediary
  - be registered at least 12 months prior to the deadline for submission of project proposals
  - if the applicant is a national of an eligible country other than Montenegro, they must have at least one Montenegrin co-applicant and
    address the local co-applicant’s capacity with a significant budget allocation.
