Background Maximum amount: 750 000 EUR
The EIDHR is designed to help civil society to become an effective force for democratic reform and defence of human rights. It also offers independence of action, which is a critical feature of cooperation with civil society organisations at national level, especially in the sensitive areas of democracy and human rights. Other specific features of the EIDHR include great flexibility and increased capacity to respond the changing circumstances. Objectives
The global objective of this Call for Proposals is to strengthen the role of human rights organisations and activists in the Russian Federation in order to enhance respect for human rights and fundamental freedoms and to promote democratic dialogue.
The specific objectives of this Call for Proposals are:
I. To support human rights organisations and defenders
Priority issues:
- Promoting and defending freedom of expression, of peaceful assembly and association, contributing to the exercise of human rights
(including civil, political, social, economic and cultural rights);
- Promoting effective and transparent domestic accountability and civil society's role in strengthening the rule of law, the independence of
the judiciary, the right to equality before the law and access to justice, including the rights to fair trial and due process;
- Supporting and protecting human rights defenders, enabling them to carry out their work, as well as awareness-raising of national and
international public opinion about their work in the promotion of democracy and human rights.
II. To enhance public discourse and dialogue on universality of human rights values and democracy.
Priority issues:
- Developing of innovative and creative methods/platforms/approaches to contribute to erasing barriers dividing communities and society
as a whole (e.g. hatred, intolerance, lack of solidarity and empathy);
- Contributing to open discussions on competing public narratives, including work with historical memory and debates about controversial
issues;
- Formal and non-formal human rights and civic education, aimed at developing a network of people interested in civil society activism and
human rights agenda.
The proposal should answer at least one of the specific objectives.
Eligibility
In order to be eligible for a grant, the applicant must:
- be a legal person and
- be non-profit-making and
- be a non-governmental organisation and
- be established on the territory of the Russian Federation, as recognised by international law, or in a Member State of the European Union
or in a Member State of the European Economic Area (EEA). International Organisations are eligible and this obligation does not apply to
I.O.s.
Budget
The overall indicative amount made available under this Call for Proposals is EUR 2,900,000.
Size of grants
Any grant requested under this Call for Proposals must fall between the following minimum and maximum amounts:
- minimum amount: €300,000
- maximum amount: € 750,000
