The thematic programme “Civil Society Organisations (CSOs) and Local Authorities (LAs) 2014-2020” has been designed to further contribute to development of CSOs in partner countries and in line with the EU policy. The programme is the successor of the "Non-State Actors (NSAs) and Local Authorities in Development” Thematic Programme implemented in 2007- 2013.


Objectives

The global objective of this Call for Proposals is to support CSOs' contributions to reinforce governance, to promote accountability and inclusive policy-making, and to ensure that people are able to benefit from more inclusive and targeted services.

The specific objectives of this Call for Proposals is to enhance the contribution of civil society in Russia in one of the following priority areas:

   - CSOs as actors of governance and accountability: this priority area will support CSOs in their efforts to strengthen democratic
     governance, to promote transparency and accountability of decision making, policy implementation and empowerment of the stakeholders
     concerned.
   - CSOs as partners in promoting social development: this priority area will support the engagement of CSOs as partners of local authorities
     in the development and/or effective implementation of more inclusive and responsive social policies, particularly those upholding the
     rights of the target groups of this Call.
   - CSOs as key stakeholders in promoting inclusive and sustainable growth: this priority area will support CSOs contribution to raising the
     capacity, accountability and conduct of business and market actors, as well as relevant public authorities, with a view to prevent unlawful,
     hazardous and unsustainable policies and practices affecting communities and more specifically the target groups of this call.-


Eligibility

In order to be eligible for a grant, the applicant must:

   - be a legal person and
   - be non-profit-making and
   - be a civil society organisation and
   - be established in on the territory of the Russian Federation, as recognised by international law, or in a Member State of the European
     Union or in a Member State of the European Economic Area (EEA). (International Organizations are NOT eligible for this Call for
     Proposals); and
   - be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as
     an intermediary.


Budget

The overall indicative amount made available under this Call for Proposals is EUR 3,900,000.


Size of grants

Any grant requested under this Call for Proposals must fall between the following minimum and maximum amounts:

   - minimum amount: € 300,000
   - maximum amount: € 750,000
