Background                                                                          

In September 2012, the Commission adopted the Communication “The Roots of Democracy and sustainable development: Europe's Engagement with Civil Society in External Relations”1. The new policy orientations propose an enhanced and more strategic EU engagement with CSOs in Partner countries, with a particular focus on local civil society organisations. It also outlines a new approach to support CSOs with regards to the promotion of inclusive and sustainable growth as well as in social service delivery. As for the latter, it emphasises that ensuring effective provision of social services is the responsibility of authorities and that states must assume responsibility for their oversight, regulation and quality. They may however choose to work through a wide array of organisational arrangements, from participatory schemes to public-private partnerships. The Communication also calls for a more strategic approach at country level for the EU and Member States through the development of EU country roadmaps for engagement with CSO. In order to improve the impact, predictability and coherence of EU support to CSO, these roadmaps should cover both policy dialogue and operational support. The EU country roadmap 2014-2017 for Armenia, among other priorities, calls for strengthening the role of Armenian civil society actors' capacity to perform their roles as independent development actors more effectively (priority 3)2. The present call is designed to contribute to a more effective engagement of CS actors and Local Authorities in policy formulation, implementation and monitoring as reflected in the priority 3.2 of the roadmap.

Size of grants

Any grant requested under this Call for Proposals must fall between the following [minimum and] maximum amounts:
  - minimum amount: EUR 300.000
  - maximum amount: EUR 600.000

Eligibility

In order to be eligible for a grant, the applicant must:
  - be legal persons
  - be non profit making
  - be a specific type of organisation such as: non-governmental non-profit organisations, foundation, community-based organisations and
    private sector non-profit agencies, institutions and organisations and networks thereof at local, national, regional and international level
