In September 2012, the European Commission adopted the Communication “The roots of democracy and sustainable development: Europe's engagement with Civil Society in external relations”. These new policy orientations – endorsed by the Council of the European Union (October 2012 Council Conclusions) – propose an enhanced and more strategic EU engagement with CSOs in Partner countries, with a particular focus on local civil society organisations. It also outlines a new approach to support CSOs with regards to the promotion of inclusive and sustainable growth as well as in social service delivery. As for the latter, it emphasises that ensuring effective provision of social services is the responsibility of authorities and that states must assume responsibility for their oversight, regulation and quality. They may however choose to work through a wide array of organisational arrangements, from participatory schemes to public-private partnerships.

Size of grants

Any grant requested under this Call for Proposals must fall between the following minimum and maximum amounts:
  - minimum amount: EUR 300.000
  - maximum amount: EUR 500.000.

Eligibility

In order to be eligible for a grant, the applicant must:
  - be a legal person
  - be non-profit-making
  - be a specific type of organisation such as: non-governmental organisation
  - be established in a Member State of the European Union or of the European Economic Are or in Azerbaijan or in a country covered by the
    Eastern Partnership policy
  - be directly responsible for the preparation and management of the action with the coapplicant(s) and affiliated entity(ies), not acting as an
    intermediary.
