Description

The European Union Delegation to the former Yugoslav Republic of Macedonia and the International Bank for Reconstruction and Development have signed an Administration Agreement (approximately of EUR 20 million) on 24 November 2014 with the purpose of establishing the "EC IPA Rural Investment Single-Donor Trust Fund". The Trust Fund consists of a grant scheme for municipalities (EUR 250,000 per rural municipalities and EUR 120,000 per urban municipalities for their rural areas) to develop and implement infrastructure projects. A large scope of infrastructure project is eligible. The Trust Fund is expected to fund approximately 70 infrastructure projects. These infrastructure projects have the objectives to contribute to:

i) improving quality of life and working conditions in rural areas;
ii) decreasing urban / rural disparities in terms of socio-economic development; and
iii) improving the competitiveness of rural areas.

The purpose of this contract notice is to ensure the external monitoring and evaluation of the Trust Fund. This task will be organized into different monitoring and evaluations missions at key stages of the implementation of the Trust Fund Fund in order to increase its overall performance in terms of its impact, value to beneficiaries, implementation effectiveness, efficiency and the sustainability of the realized investments in rural areas.

The exact timing for these missions will have to be decided according to the progress in the implementation of the Trust Fund. Flexibility and adaptability will be key attributes for the successful implementation of this contract.


Eligibility

Participation is open to all legal persons participating either individually or in a grouping (consortium) of tenderers which are established in a Member State of the European Union or in a country or territory of the regions covered and/or authorised by the specific instruments applicable to the programme under which the contract is financed . All goods supplied under this contract must originate in one or more of these countries. Participation is also open to international organisations. Participation of natural persons is directly governed by the specific instruments applicable to the programme under which the contract is financed.
