Responsibilities

   - Is the lead reporting focal point on behalf of the OSCE Centre in Bishkek and provides analysis and advice to the Head of Centre and
     Deputy Head of Centre on all major political issues across the country, with input from the Senior Field Representative/Osh Field Office;
   - Liaises with key national political stakeholders at the sub-ministerial level;
   - Takes the lead in compiling and co-ordinating the drafting of activity, spot, background reports to the participating States, in this context,
     monitors programmatic activities taking place across all programmes in the Centre;
   - Supports the Office of Head of Mission (OHoM) in defining strategy and allocation of necessary resources for OHoM and the programmes
     through the programme budgeting process and develops, related to the Centre's activities related to reconciliation, conflict-prevention and
     peace-building;
   - Advises the OHoM on all matters, related to reconciliation, early warning, conflict-prevention and peace-building, democratic institution
     building and political participation are adequately monitored, controlled and reported on;


Requirements

   - Extensive experience in political reform, support to political parties, early warning and conflict prevention mechanisms as well as
     combating transnational threats
   - Excellent drafting, analytical and communication skills
   - Experience in liaising with governmental and non-governmental organizations
   - Flexibility and ability to work under pressure and with limited time frames
   - Cultural sensitivity and judgement
   - Experience in identifying potential relevant programmes and projects and their subsequent implementation, monitoring and reporting
