Responsibilities
- Supports the Kyrgyzstan police in the assessment, monitoring and training with respect to the application of international human rights
standards in policing;
- Writes reports on human rights practices and submits these to the Kyrgyzstan police and the Head of the CSI Project;
- Assists the Kyrgyzstan police in the setting up of an efficient mechanism in dealing with human rights violations;
- Performs specific monitoring tasks in relation to community rights, property rights, discrimination issues and other human rights
concerns, as directed;
- Assists and co-ordinates the implementation of CSI projects in terms of human rights in the field;
- Co-ordinates and communicates activities and interests of NGO's and OSCE/Human Dimension and other international organisations with
CSI staff members to ensure maximizing the efforts in Human Rights;
Requirements
- Extensive experience in the area of promotion, training and monitoring of human rights with law enforcement institutions
- Experience working with national authorities
- Knowledge of international and European human rights standards, in particular in relation to community rights and property issues
- Solid knowledge of international human rights standards in the area of policing
- Strong analytical and problem solving skills
- Professional fluency in the English language and the capability of drafting documents under pressure and within short deadlines
- Experience in project management and implementation
- Capacity to establish and maintain a good working relation with communities and civil society organizations working in his/her area of
competence
