OSCE MISSION IN BISHKEK/ BORDER ISSUES CO-ORDINATION OFFICER (VACANCY NUMBER: VNKYRS00667)

Responsibilities

   - Maintains and further develops  co-operation between the OSCE, parliamentary, governmental and non-governmental actors related to the
     border management and security;
   - Provides technical advice on border related issues to the Head and Deputy Head of the OSCE Centre in Bishkek;
   - Maintains and enhances working relationships with other international stakeholders working in the field of border support;
   - Liaises with the other dimensions in the Centre in Bishkek and the Operations Service/Border Team in Vienna regarding border-related
     issues;
   - Develops, co-ordinates, implements and monitors Unified Budget and Extra Budgetary border-related projects;
   - Provides advice/assistance to other OSCE Field Operations in the region;


Requirements

   - At least six years of diverse and progressively responsible border security and management experience, including experience in policy
     development, preferably in a field environment;
   - Experience in designing and implementing projects related to Integrated Border Management, preferably in a field environment;
   - Proven leadership and management skills, including budget control and team-building; ability to identify and propose solutions to not only
     border-related problems but daily operational issues that arise;
   - Professional fluency in the English language, both oral and written, and the ability to report clearly and concisely, with well established
     communication and drafting skills; working knowledge of the Russian language;
   - Knowledge of the OSCE principles and commitments in the area of border security and management;
   - Tact and diplomacy in dealing with senior officials, government representatives and the local population;
