The global objective of this Call for Proposals is: to enhance the role and capacity of BiH civil society to effectively support further democratic consolidation by contributing to the free and fair election process in BiH. Overall, these efforts are aimed at anchoring democratic values and structures and fostering citizens’ participation and democratic developments.
The specific objectives of this Call for Proposals are:
- Reinforcing the capacity of local civil society to coordinate efforts to monitor and ensure a proper follow-up to the election process.
Contribute to improvements in the electoral process in BiH through: long-term and large scale observation of the entire electoral process
on the whole territory of the country; timely and objectively informing the public and all stakeholders on the findings from the
observation; developing and implementing a tool kit for preventing or addressing electoral irregularities including technical and legal
remedies; discouraging or preventing fraud through massive presence at polling stations and counting centres throughout BiH; developing
recommendations to the electoral administration and relevant BiH authorities for technical and legal improvements in the processes; a
long-term advocacy campaign and facilitation efforts in support of the above mentioned recommendations.
- Develop and promote measures for enhancing political party integrity in campaigning.
- Propose administrative and legal accountability measures through which election administrative management and other relevant
institutions concerned with electoral process account for their performance.
- Enhance watchdog functions of civil society organizations by enhancing their media-monitoring capacity.
- Raise professional standards and inform the public about shortcomings in the area of broadcast, print and online media, by conducting
competent and grounded assessment of the quality of media reporting and thus facilitate informed decision making as well as advocating
for democratic reforms, structural changes and more pluralistic and balanced media coverage of politics.
- Raise public awareness about: electoral irregularities and fraud techniques commonly used in the country; the importance of non-partisan
election observation; importance of citizens’ participation; the need for improving the electoral framework – main weak points of the
current process and proposed solutions.
Eligibility
In order to be eligible for a grant, the applicant must:
- be a legal person and
- be non-profit-making and
- be non-governmental civil society organisations, and
- be established in Bosnia and Herzegovina and
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as
an intermediary and
- be a network of CSOs, with primary mission on elections’ observations matters. Minimum 5 CSO members of the network.
Budget
The overall indicative amount made available under this Call for Proposals is EUR 1.5 million EUR.
