Requirements
- University education in human resources, personnel management, public/business administration, psychology or related field
- A minimum of 6 years of previous experience in human resources, preferably with a focus on training and staff development, performance
management and planning
- Professional fluency in written and spoken English, knowledge of the local language an advantage
Responsibilities
- Facilitates the achievement of the human resources work plan by liaison with relevant staff across all Mission programmes and duty
stations
- Makes recommendations to the National Chief of Human Resources to ensure that current and future human resource requirements are
met in an effective and timely manner; implements workforce planning process, including recommendations for actions in terms of
recruitment and learning and development
- Advises the National Chief of Human Resources on matters relating to implementation of OSCE human resources policies with particular
focus on the OSCE training strategy and OSCE performance management process
- In consultation with all stakeholders in the Mission, conducts a comprehensive training needs assessment on an annual basis including the
design, implementation and thorough analysis of the findings; makes recommendations to the National Chief of Human Resources for the
annual training plan
- Manages the implementation of the annual training plan to include monitoring the effectiveness of the suite of options available to ensure
they remain up to date and best meet the needs of the target audience; researches and keeps up-to-date on current training trends,
literature, methods and techniques and making associated recommendations to the National Chief of Human Resources
