Background
This position is open for secondment only and participating States are kindly reminded that all costs in relation to assignment at the Secretariat must be borne by their authorities. Candidates should, prior to applying, verify with their respective nominating authority to which extent financial remuneration and/or benefit packages will be offered. Seconded staff members in the OSCE Secretariat and Institutions are not entitled to a Board and Lodging Allowance payable by the Organization. The Office of the Secretary General (OSG) provides general services to the Secretary General (SG), the Chairperson-in-Office and the participating States. It groups service-oriented offices (Legal Services, Conference and Language Services, the Prague Office and Central Records Management), and policy-oriented offices (Communication and Media Relations, External Co-operation, Gender Affairs) as well as Security Management and Executive Management. The OSG also ensures effective co-ordination of policy advice provided to the Secretary General and the Chairmanship, and management decisions taken by the Secretary General. The OSG is led by a Director who also functions as the Head of the Executive Management Section.
Responsibilities
- Acting as Liaison Officer for contacts with international, regional and subregional organizations
- Assisting in maintaining dialogue and co-operation with the OSCE Mediterranean and Asian Partners for Co-operation, and in conduct of
relevant activities
- Conducting research and preparing analytical and background papers and documents; drafting speaking points and speeches
- Supporting high-level meetings, as well as planning and organizing regular staff level meetings with relevant international organizations
- Attending meetings and writing summaries and reports
Requirements
- Advanced university degree in political science, international relations, business administration or other related field
- A minimum of six years of progressively responsible professional experience in government or international administration, or research
institutions operating in the field of international relations or other related field
- Thorough knowledge of security and co-operation issues, including knowledge of key international organizations
- Professional fluency in English; knowledge of other OSCE working languages, particularly Russian, is an asset
