Background
This position is open for secondment only and participating States are kindly reminded that all costs in relation to assignment at the Secretariat must be borne by their authorities. Candidates should, prior to applying, verify with their respective nominating authority to which extent financial remuneration and/or benefit packages will be offered. Seconded staff members in the OSCE Secretariat and Institutions are not entitled to a Board and Lodging Allowance payable by the Organization. The Conflict Prevention Centre (CPC) plays a key role in supporting and co-ordinating the OSCE's activities in the field, in providing analysis and policy advice to the Secretary General and the Chairperson-in-Office (CiO) in relation to field-related activities and is the focal point in the Secretariat for co-ordinating and developing the OSCE's role in the politico-military dimension.
Responsibilities
- Developing, administering and following up on project-related activities, particularly on SALW, SCA and other OSCE politico-military
matters, and supporting SALW and SCA project managers in the OSCE missions/presence in the region and partner international
organizations
- Liaising with security sector experts from OSCE field operations in participating States where the OSCE conducts SALW and SCA projects,
with the aim of fostering co-operation among participating States regarding the SALW and SCA, and broader co-operation in safety and
security matters where appropriate
- Facilitating and monitoring the process of the destruction of obsolete and dangerous weapons and ammunition, and preparing reports to
the FSC and respective field operations
- Assisting in the organization of seminars and workshops on the implementation of the Document on SALW, the Document on SCA, and
other OSCE agreements on politico-military aspects of security
Requirements
- First-level university degree in politico-military (military academy or civilian equivalent), or in international relations, international law,
management or a related field
- A minimum of four years of practical experience in security policy and/or arms control
- Demonstrated ability to compile and analyse reports of politico-military nature; good knowledge of the politico-military situation and of
governmental and military structures in the OSCE region
- Established knowledge of project management techniques, preferably with experience in financial planning and budgetary consequences of
project planning and execution
- Professional fluency in English, including excellent drafting skills, and knowledge of another OSCE working language is essential; working
knowledge of a local language in one of the OSCE regions is desirable
