The European Union (EU) is founded on the principles of liberty, democracy, respect for human rights, gender equality and the rule of law. Recognizing the vital contribution made by the civil society to the promotion and protection of these principles, the European Instrument for Democracy and Human Rights (EIDHR) was adopted by the European Parliament and the Council in December 2006. This instrument replaces the European Initiative for Democracy and Human Rights, which was created at the initiative of the European Parliament in 1994.
The entry into force of this specific instrument on 1 January 2007 makes possible to give financial support for activities aimed at strengthening democracy and human rights in the world under the 2007-2013 financial perspective of the European Commission.

Size of grants

Any grant requested under this Call for Proposals must fall between the following minimum and maximum amounts:

Lot 1 (EIDHR):
 - minimum amount: EUR 600.000
 - maximum amount: EUR600.000

Lot 2 (CSO-LA)
 - minimum amount: EUR 300,000
 - maximum amount: EUR 600.000

Eligibility

In order to be eligible for a grant, the applicant must:
 - be a legal person
 - be non-profit-making
 - be a specific type of organisation such as Civil Society Organisation5 or network of CSOs
 - be directly responsible for the preparation and management of the action with their partners, not acting as an intermediary
 - be an in-country CSO, with Headquarters in Lebanon and officially registered with the Lebanese competent authorities
 - be an EU Member State CSO, officially registered with any of the EU Member State competent authorities and mandatorily act with
   co-applicants that are local CSOs from Lebanon.
 - European CSOs are eligible insofar their experience adds value, and upon conditions that their actions respond to a local demand and to
   locally identified needs, and include support to local partners (e.g. through mentoring, peer support, joint advocacy, and not least through
   direct financial support)
 - be a CSO established in an ENI country according to the relevant legislation in force in that country
