Project Description

The European Bank for Reconstruction and Development (the EBRD or the Bank) is considering a sovereign guaranteed loan of up to USD 20 million to the Greater Amman Municipality (the GAM, the City or the Client), a capital municipality of the Hashemite Kingdom of Jordan. The Bank’s loan, supplemented by the Green Energy Special Fund (GESF) loan and co-financed by GAM, will finance a landfill gas recovery (LFG) system at the Al Ghabawi solid waste facility (landfill).
The project has been categorised B under the Banks Environmental and Social Policy (2008) (ESP). Project activities only take place on a small portion of the overall landfill site (no additional land acquisition is required). However, as there is no physical separation between the GAM operations and the Project activities, as far as health & safety is concerned, the overall health and safety of workers and waste pickers working at the landfill have also been assessed as part of the Project planning.

Assignment Description

The Bank now wishes to engage a consultant (the Consultant) to prepare a full Livelihood Restoration Plan (LRP or Plan) for the Project in compliance with PR5 (the Assignment). The expected outcome of the Assignment is a final livelihood restoration plan compliant with national law and EBRD's PR5.
The Consultant will support the Client in developing and implementing a LRP in line with EBRD’s ESP (2008), elaborating on the principles and procedures for livelihood restoration, institutional arrangements, responsibilities and entitlements outlined in the LRF. The overarching objective of the Plan is to ensure that the livelihood of waste pickers currently operating on the site is restored, at a minimum, to pre project levels.

Budget

Cost Estimate for the Assignment: EUR 50,000 (exclusive of VAT). Subject to availability of funding, the performance of the selected Consultant and the specific needs of the Bank the Assignment may be extended beyond the current scope.
