Background

The purpose of the consultancy is to support the Training System institutions in Bosnia and Herzegovina (BiH) in development of entity Training Strategies for Local Self-Government Employees and Elected Officials for the period 2016 – 2020. The existing Training Strategy for Local Self-Governments in the Federation of Bosnia and Herzegovina (FBiH)  and the Training Strategy for Local Self-Government Employees in the Republika Srpska (RS) , hereinafter Training Strategies, cover the period 2011 – 2015. To ensure the new Strategies reflect credibly the training and capacity development needs of local self-governments, and build up on the achievements from the implementation period 2011 – 2015, an independent evaluation of Training Strategies was carried out in May 2015. In parallel, a comprehensive Training Needs Assessment (TNA) covering all local self-governments (LSG) in both entities was initiated, with the final TNA reports to be available by the end of August, 2015. These reports are to serve as a basis for development of the new Training Strategies.


Responsibilities

Task 1: Desk review and initial consultations
Task 2 – Training Strategies development
Task 3 – Submission of Final Training Strategies


Requirements

   - University degree in public administration, law, political sciences, economy, social sciences or other relevant field.
   - At least 5 years of experience in strategic planning, preferably in the area of public administration and local governance;
   - Proven experience in development of strategies, action plans and monitoring and evaluation plans;
   - Proven experience in data and information analysis;
   - Experience in design and training delivery is an asset;
   - Understanding of the overall political, administrative and institutional context in Bosnia and Herzegovina;
   - Excellent conceptualisation and drafting skills, in clear and concise manner;
   - Excellent facilitation and communication skills;
   - Knowledge of Training System for LSG in BiH will be considered as advantage;
   - Fluency in official languages of BiH and in English;
   - Excellent computer skills (especially MS Office applications) and ability to use information technologies as a tool and resource.
