EUROPEAID/136190/IH/SER/LB: ENPI - REINFORCEMENT OF THE NATIONAL SOCIAL SECURITY FUND (NSSF) IN LEBANON

Description

The Reinforcement of the Social Security project contributes to enhance the social cohesion in Lebanon. The project aims at assisting the National Social Security Fund (NSSF) in its reform plan for strengthening social protection through improving its quality and coverage. The main objective of the contract is to provide the needed support to the NSSF in what relates to strategic planning, legislative and operational framework, capacity building, promotion of national dialogue and general awareness on social protection. Improvements will be made through a review of the Information Technology (IT) Master plan, the design, development and implementation of Information Systems (IS) including Document Management, Archiving and Workflow system, Human Resource Management system, Key Performance Indicators System, and Actuarial System.


Eligibility

Participation is open to all natural persons who are nationals of and legal persons participating either individually or in a grouping (consortium) of tenderers which are effectively established in a Member State of the European Union or in a eligible country or territory as defined under the Regulation (EU) N°236/2014 establishing common rules and procedures for the implementation of the Union's instruments for external action (CIR) for the applicable Instrument under which the contract is financed. Participation is also open to international organisations. All supplies under this contract must originate in one or more of these countries. However, they may originate from any country when the amount of the supplies to be purchased is below 100,000 euros per purchase.
