Responsibilities
- Plans, develops and implements the Judicial Reform Unit's programme and projects in accordance with the Mission's mandate and
Department's objectives;
- Ensures effective management, supervision and control of the OSCE funds, including extra-budgetary funds related to the Judicial Reform
Unit's programme;
- Advises the Head of the Department and the Mission's management on the Mission's priorities, policies and interventions in the area of the
Unit's competencies, including through regular reporting and analysis;
- Directs and guides the implementation of the Judicial Reform Unit's programme; establishes mechanisms for effective monitoring and
self-evaluation of projects and activities;
- Supervises the reporting, analyses, publication and public outreach; delivers speeches, briefings and presentations; attends and represents
the Unit at various events;
- Ensures the Unit's compliance with OSCE project and programmatic guidelines and administrative regulatory framework;
Requirements
- Experience in the field of legal reform, preferably including capacity-building of the judiciary;
- Knowledge of international and European standards and norms in relation to administration of justice and human rights;
- Experience in policy formulation, project/programme management and co-ordination with donors and implementing agencies;
- Pro-activity, creativity and resourcefulness to generate complex policy interventions involving different governmental and political
stakeholders;
- Professional fluency in the English language;
- Good drafting skills and the ability to tailor the reports and presentations to the needs of specific audience;
- Ability to operate windows applications including word processing and email;
