Responsibilities
- Develops, implements and monitors activities and projects related to the democratic control of the armed forces, border management,
police assistance, terrorism and other politico-military issues;
- Analyzes and reports on developments related to the aforementioned fields;
- Liaises with other OSCE field operations in the region;
- Establishes and maintains liaison with local authorities, universities, research institutions and non-governmental organizations (NGOs);
- Assists in arranging OSCE regional events, inter alia, regional seminars and visits to the area by OSCE delegations, as well as other
events with OSCE participation;
- Supervises at least four staff;
Requirements
- Knowledge and/or experience in security sector reform
- Previous working experience in a programmatic/strategic planning role
- Previous international work experience and/or experience in field missions
- Programme and project management experience
- Professional fluency in English, both oral and written, as well as the ability to draft documents clearly and concisely
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds,
different gender, and diverse political views, while maintaining impartiality and objectivity
- Strong analytical and negotiating skills and the ability to take corrective action
- Ability to establish contact and maintain constructive relations with the local population and authorities
