UNDP MACEDONIA/ NATIONAL CONSULTANT FOR OPERATIONALIZATION OF THE CONCEPT PAPER FOR ADULT PRIMARY EDUCATION

Background

The United Nations Development Programme (UNDP) provides a continuous support to the Government in preparation and implementation of the Operational Plan for Active Labour Market Measures (ALMMs) since 2007. To address some of the structural challenges that hinder the country’s growth, such as skills shortages at the labour market, in 2010 UNDP established close cooperation with the Adult Education Centre (AEC) to support ongoing reforms of the adult education system.

Responsibilities

The methodology of work will consist of desk review of relevant project documentation and direct consultations with the project management and other key local stakeholders during the inception phase of the assignment. Guidance material will be provided by UNDP and AEC and will include, but not limit, the following:
 - Concept Paper for Adult Primary Education
 - Adult Education Strategy 2010-2015
 - Project Document of the UNDP Project “Promoting Sustainable Employments IV and Supporting the Government in implementation of the
   Operational Plan for Active Labour Market Measures 2015”, Component 5- Enhanced institutional capacities provide better quality and
   efficiency of delivered training through informal education

Requirements

  - MA degree or equivalent in development related disciplines (Social Sciences, Education and related fields), where specialization in adult
    education will be considered as an asset
  - Five (5) years of professional experience in the area of Social Sciences, Education, Adult Education and related fields
  - Experience in developing and implementation of internationally funded projects/ programmes in the area of adult education or related
    issues
  - Language proficiency in both written and oral English. Knowledge of languages of the region will be an asset.
